What drives the price on a Walnut Creek-area lot
Access

If the budget is firm, say so on the first call. A good builder will tell you which of size, spa, decking or finish to trade before drawing the plan. Small and plunge pools are the honest answer for many tight budgets and tight lots.
Ongoing costs to plan for
- Energy: pump run time and heating, especially for a spa used year-round. Variable-speed pumps and a cover cut both.
- Chemicals and service: do-it-yourself or a weekly service.
- Water: initial fill plus evaporation through hot, dry summers (Concord's July average high is 88°F in NOAA's 1991–2020 normals). A cover reduces evaporation.
- Insurance: tell your homeowner's insurer before the pool is filled.
- Property tax: new construction is usually reassessed for the added value.
- Future resurfacing: plaster and pebble finishes eventually need redoing; fiberglass gelcoat doesn't need replastering.
How to compare builder bids
Line the bids up on the same plan. Differences in price usually come from what is missing from the cheaper bid.

- Who pays for engineering, soils report and permits

- Steel schedule and shell thickness (gunite) or shell model (fiberglass)

- Payment schedule tied to completed work, with no more than 10% or $1,000 down
